1. Intent of Request for Proposals (RFP), Background, and Bid Requirements
1.1 Intent of Request for Proposals (RFP)
The purpose of this Request for Proposals is to solicit competitive sealed proposals from qualified and experienced individual(s) or firm(s) to provide demolition services for the City of Belle Isle (CITY). CITY is requesting bids for the demolition and site clearance of two existing structures located at 5903 Randolph Avenue, Belle Isle, Florida (see Attachment 2, ‘Demolition Area’).
1.2 Background
This building, known as the Lancaster House, is on the campus of Cornerstone Charter Academy (CCA), and the property is owned by the City of Belle Isle. CCA once used the building for office space and a school store, but it no longer is being used and has been vacant for almost three years. In December 2021, the City fumigated the house
1.3 Bid Requirements.
Bids must be sealed and submitted in a timely manner. Bidders shall provide one (1) original and two (2) copies of the proposal and it MUST be labeled on the outside with Demolition RFP # 2022-03. Proposals must be submitted before 3:00 p.m. on February 24, 2022, to The City of Belle Isle, 1600 Nela Avenue, Belle Isle, FL 32809 at which time bids will be opened in the Council Chambers Room, 1600 Nela Avenue, Belle Isle, FL 32809 and publicly read aloud. Any proposal received after that deadline will be deemed non-responsive and will not be considered for evaluation. Faxed copies will not be accepted.
Bids must be submitted on the form provided and must be typed or written in ink and signed. Bids must be signed by an official of the company authorized to bind the offeror. The proposed price shall be good for a period of at least one hundred twenty (120) days from the submittal date. CITY reserves the right to refuse any and all bids and to waive any technicalities and formalities. CITY reserves the right to negotiate with all qualified offerers and reserves the right to cancel this solicitation in part or in its entirety if it is in the best interest of CITY to do so. Any agreement for services is subject to approval by the City Council.
A non-mandatory Pre-Bid walk-through at the demolition site (5903 Randolph Ave., Belle Isle, FL which is the intersection of Randolph and Waltham Avenues) will occur on February 14, 2022, at 10:00 AM. Attendance at walk-through is not mandatory to qualify to bid project; however, failure to inspect the Site will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any labor necessary for the satisfactory completion of the work.
This solicitation does not commit CITY to award a contract, or to pay for any cost incurred in the preparation of your proposals, or to procure or contract for any articles of goods or services.
