Community Compliance Program Update

The City of Belle Isle is pleased to announce that Maureen McKuhen has joined the City as our new Community Compliance Officer (CCO), with an official start date of July 6, 2026.

As part of the City's ongoing commitment to providing excellent customer service and enhancing neighborhood quality of life, the Community Compliance Program has been restructured and transitioned to City Hall under the supervision of the City Manager and City Clerk. This organizational approach allows for closer coordination with the City's Building, Planning, Public Works, and Police functions while providing residents with a centralized point of contact for compliance-related concerns.

The Community Compliance Officer serves as a resource for residents, businesses, and property owners by helping them understand City codes and requirements, promoting voluntary compliance, and working collaboratively to address community concerns.

Program Focus Areas:

  • Community engagement and customer service
  • Educating residents on City codes, ordinances, and requirements
  • Encouraging voluntary compliance whenever possible
  • Coordinating with Police, Building Services, Planning, and Public Works
  • Maintaining compliance records, notices, hearings, and case tracking
  • Assisting residents with questions and code-related concerns
  • Preserving neighborhood appearance, safety, and property values

While code enforcement remains an important responsibility, the City's goal is to provide a program that is approachable, service-oriented, and focused on working with residents to achieve compliance whenever possible. Through education, communication, and cooperation, the Community Compliance Program helps maintain the high quality of life that residents expect and enjoy in Belle Isle.

  • Senate Bill No. 60 - Effective July 1, 2021, Senate Bill No. 60 prohibited code enforcement officers from addressing complaints submitted anonymously. Below is a summarization of the bill:  “A person designated as a code inspector may not initiate an investigation of a potential violation of a duly enacted code or ordinance by way of an anonymous complaint. A person who reports a potential violation of a code or an ordinance must provide his or her name and address to the governing body of the respective board of county commissioners before an investigation occurs. This paragraph does not apply if the person designated as a code inspector believes that the violation presents an imminent threat to public health, safety, or welfare or imminent destruction of habitat or sensitive resources.”
  • New Florida Code Enforcement LawF.S. 125.69 Penalties; enforcement by code inspectors. 
    (b) A person designated as a code inspector may not initiate an investigation of a potential violation of a duly enacted code or ordinance by way of an anonymous complaint. A person who reports a possible violation of a code or an ordinance must provide his or her name and address to the governing body of the respective board of county commissioners before an investigation occurs. This paragraph does not apply if the person designated as a code inspector believes that the violation threatens public health, safety, or welfare or the imminent destruction of habitat or sensitive resources.
